    You can use Office.context.auth.getAccessTokenAsync and specify permissions in manifest.

    After the latest update the same problem appeared in Outlook desktop client for Windows 10.
    It's suddenly missing "navigator.msSaveOrOpenBlob" and downloading files doesn't work.

    By me, the best solution could be creating special function inside the "office-js" to download files, the same as already exists in chrome extensions - "chrome.downloads.download".

    Pinnable Task Pane for OWA would help also to debug more easy the issues relevant to Pinnable Task Pane in Windows Outlook client.
